Volitate
A Volitate is an official title given to any aether sensitive person who has shown signs of being able to channel and/or manipulate the aether in any form but has either avoided reporting to an Arcanium office, hidden the abilities or on-the-run. Anyone official labeled as a Volitate is concerned a criminal of the law and fugitive from justice.
Once a Volitate has been identified it is only a matter of time before notice has spread with the intelligence network of the Otemus Arcanium. Wanted posters can be expected to be found in nearly every city and town, even in the larger villages. The Durlon Guard is informed and the guard will report and attempt to detain if they spot the subject, however, due to agreements in the treaty they will not actively hunt Volitate. Jobs will be offered through The Blades and various mercenary organizations to capture the wanted criminal.
In extreme cases, usually one where the Volitate is posing a significant danger to the populous or authority, the Arcanium may send out a group of Aether Hunters to track and capture or eliminate the Volitate.
The Volitate is always attempted to be captured alive, but in many cases, many choose death over being forced into training or severing. Those that are captured alive are given twenty-hours to decided either to enter training or be severed. After twenty-four hours have passed, if no decision has been made the Volitate will be involuntarily severed.
History
Due to the devastation caused by arcane power during both the Chained Rebellion and The Great Realm War the Otemus Arcanium was charged with legislating, regulating, training, and punishment of aether sensitive people. A system was set up to identify, label, and enforce those who try to subvert the rules of the treaty and the Arcanium.
