The Heroes' Summit
Enhanced Humans and other supernaturals have been popping up across the city. There's vigilantism going wild everywhere. People with powers intervening where cops should be handling things. No country, state, or city has laws for how to handle super heroes. It's not like some random good-samaritan just popping up. These are people who can, and do have immense power for change.
Various politicians and specialist have gathered, as well as local vigilantes like Lee Winship. Two proposals dominate the entire proceedings, one by Senator Rand, the other by Doctor Rush. Rand's Heroes Act would see anyone special or different locked up for using their abilities. Cops would be given near complete power, levels of authority that would seem outlandish even in a dictatorship. On the other hand, Dr. Rush's Super Act would create a framework for professional heroes and training, a system to study the healthcare implications of Enhanced Humans, and ways to integrate heroes with existing emergency services.
The event went to hell after the major presentations. Skinwalkers wreaked havoc. One managed to infect Cody with lycanthropy. Archy blew his cover in protecting the mayor, revealing his nature as a werewolf to the entire city.
Shortly afterward, immense threats of violence broke out. Villains attempted to take over the city. Rand said only his Heroes Act could save the city.
