Leland Confederacy

The Leland Confederacy is the government entity controlling the entirety of the Leland Peninsula.

History

In the aftermath of the Silver Eagle Rebellion, a group associated with Silver's Claw sought to create a democratic system that would bring all of Leland together in a mutually beneficial way. The result was the establishment of the Leland Confederacy in 713.   Though the official borders wouldn't be set in stone for many years, the constitution established eight provinces roughly mapped to areas occupied by the major ethnic groups before The Great Invasion. With the exception of Deamei, these provinces were largely independent, able establish their own forms of government and dictate their own laws, but they were expected to contribute to the harmony the confederacy was was meant to create and submit to limited oversight by the government body. Irocra in particular fought the idea, seeking true independence, but given that the confederacy controlled the rest of the peninsula, it reluctantly became the last province to ratify the confederation agreement.   Once the government was properly established, the first order of business was to deal with the threat of a potential return to imperant rule. This lead to the passing of the Hawthorne Act in 725 which placed restrictions on the use of Power of Persuasion and came with hefty punishments for those who violated them.   In the five hundred years since the founding of the Leland Confederacy, there have been no major wars on the Peninsula, though tensions run high in certain political circles and short-lived skirmishes are not unheard of.  

Government System

Every province has a say in the government of the confederacy with the exception of Deamei. This is because no one is a citizen of Deamei and therefore everyone residing in Deamei is represented by a different province.

Legislature

Leland has a bicameral legislature made up of the Public Assembly and the Provincial Assembly, collectively referred to as the Lelandic Assemblies or simply The Assemblies.   The Public Assembly is made up of fifty six representatives, eight for each province, who serve four year terms. These representatives are elected by the people of each province, however the manner in which they are elected is left up to the individual province to decide. Each year two representatives are elected from each province.   The Provincial Assembly is made up of twenty one representatives, three for each province, who serve six year terms. The appointment of these representatives is left largely up to the discretion of the provincial governments as the confederacy constitution simply states that they are to be chosen by the province. Every two years a representative is appointed from each province.

Executive Power

The executive, referred to as the prime governor, is chosen by the Public Assembly. If the prime governor is a member of the Assemblies, they must relinquish their seat before assuming the role. A cabinet approved by the Provincial Assembly consults with the prime governor on policy decisions.

Judicial System

The legal system of Leland is an inquisitorial system made up of seven courts, one for each of the provinces except Deamei. Each court is overseen by a High Inquistor (appointed by the leader of a province) who directs Lower Inquisitors in their repsonsibilities. These courts are responsible for handling criminal and legal matters occurring in Deamei or involving jurisdictions of multiple provinces. They also handle cases regarding illegal use of Persuasion and perform oversight of situations meeting certain criteria within legal systems of the individual provinces.   In rare situations, the seven High Inquisitors will hold court together as the Council of High Inquisitors. This is done for matters of importance to the confederacy and for situations which require the complete overturning of a judgement from a province court, most of which require unanimous agreement from the council.
