Civilian

Civilians make up the vast majority of society. They are people that are not Supers, but that doesn't mean that they are weak. Many civilians have even created technology that allow them to go toe-to-toe with Supers.

Underestimated

In the current era of Super-dominated media, it is easy to believe that Supers are the only ones getting anything done, while Civilians stand by and act useless. This is ridiculous, of course. For all of human history, it's been Civilians that have made the progress. Civilians are humanity. It is them that make the laws and advance science.

As Supers become more popular, there has been a rise in depression and feelings of inferiority among Civilians. It is difficult to find a heroic story that features a normal person; everyone has to be able to shoot lightning bolts or make the sky change color to be special.

Certain jobs have systemic biases against Civilians. There is an (incorrect) assumption that all Supers are stronger or more capable than Civilians, no matter what their power is. If a Super and a Civilian apply to the same job, chances are that the Super will get it, even if their abilities would have no benefit in the work.

What Makes a Civilian Into a Super?

The line between Civilian and Super isn't always straight. Some Supers have such mild powers that their personal experience is much closer to that of a Civilian than a Super. Other Civilians are so intelligent, or have access to such powerful technology, that they rival the abilities of some Supers. It is generally agreed that one only counts as a Super if they have confirmed supernatural abilities outside of the normal human capacity. But if a Civilian creates those abilities with technology or chemistry, does that turn them into a Super? Or do they just become a Civilian that is using Super powers?

This debate can become a heated one, especially in legislation. The question of whether or not people with no inherit powers should be allowed to join the Super Divisions of law enforcement has been bickered over for years. Sometimes this is decided by the state, other time it is decided within the police department themselves. In Lauthon, Civilians with no inherit powers are not allowed to join the SPD.
