The Milky Way is controlled by 10 different species. Sapient life that has mastered interstellar travel. These species have banded together to form an intergalactic civilization that reaches from one side of the galaxy to the next. Eight different independently governed nations occupy the galaxy. The largest and most dominant of these being Syndicate Space. Comprising roughly 45% of the galaxy, Syndicate Space is governed by the Alliance. The Alliance is led by the Supreme High Council, a board of 4 individuals from the Inaran, Ielhirk, Voltrem and Kyxolt species. These four rule over Syndicate Space, passing laws and managing progress. Founded by the Inarans and the Ielhirk more than 1,500 years ago, the Alliance has grown into a complex political body.   Another 45% of the galaxy is made up by the “Ragging Territories”. Called this in reference to the constant fighting that has historically plagued this section of space, the raging territories is comprised of seven sovereign nations. Formed in 210 PA, the area was colonized by millions of people who fled Syndicate Space to form their own governing bodies. Originally a hotbed of crime and illegal trade, the raging territories served as the homestead of many criminal organizations. Through time, however, the raging territories calmed as they were settled. Governments were established, borders were drawn, and peace was found. Indeed, the “ragging territories” haven’t ragged in centuries. But it is a term the Supreme High Council still uses to delegitimize their power.   Today, the seven nations that occupy this section of space are Alyodell, Astror, Esparia, Osana, Tutrale, Xaiti and Yeclor. While each of these nations maintains a centralized government, they lack the might of resources possessed by Syndicate Space. As a result, these nations operate more as fiefdoms. With each planet being controlled by a small band of self-appointed rulers. They pay homage to and recognize the central government of the nation, but in practice, they control their own lands with almost complete impunity. Each nation deals with this in different ways, to varying degrees of success. But the problem persists across all the raging territories.   Species homeworlds are considered independent territory governed by an appointed leader of the species native to the planet. They are free to set their own laws and establish their own practices, but these laws will not extend beyond the planet in question. Acting as a central hub of culture and heritage, any member of a species can freely travel to their homeworld even if they were born somewhere else in the galaxy. Intergalactic Travel Passes need to be verified upon entry into another sovereign territory and can be denied for any number of reasons, but travel to a species homeworld cannot be denied by anyone other than the governing authorities of the planet in question.   The remaining 10% of the Milky Way is Whim Space. Colloquially referred to as the “Old Kingdom”, the Whim are an ancient species with hyper-advanced technology. While ruins show they once dominated the entirety of the Milky Way galaxy, some 5,000 years ago they retreated to a select sector of space. Their reason is unknown and will likely stay that way as travel to Whim Space is also illegal. They have intense radio scramblers that make it impossible for any satellite to transmit through. No ships that have ventured into Whim space have returned. In the 5,000 years the Whim have occupied this sector of space, they have made no offensive movement. They have not attempted to gain new territory, attack anyone or even communicate with the rest of the Milky Way; for all intents and purposes, the Whim merely wish to be left alone. For this reason, The Supreme High Council do not recognize them as a threat.
