The Common Treaty

"The Common Goodwill Treaty of Laeriss must be signed by all nations who wish to join in this bright new future. With the signing of this treaty, the promise of peace, trade, prosperity, wealth, and joy is at hand. For all who live on the same one planet of Laeriss deserve peace, trade prosperity, wealth and joy, and may the signing nations understand that with the signing of this treaty, they are entering into a contract of honor. A contract of acceptance into the Common Laeran Union and a contract of respect to their fellow neighbors. May the signatures of the nation leaders be written below, to seal this idillic future which we all desire, and promise the people that they will do all they can for the prosperity of our world."

The Common Goodwill Treaty of Laeriss, or just the Common treaty for short, was the massive peace treaty which created the Common Laeran Union. Ten nations were included in the treaty and signed it, the treaty put the language of Common and the Common calendar into effect in these ten nations, included multiple trade deals, and dubbed the new year zero as being the very ratification of the treaty itself for these ten nations. It was written after the Blood-skull wars between the dangerous Blood king and the villanous High Skull Lich. It was a last ditch attempt headed by Queen Emoris II of The Kaeslaran Dominion and King Alusche of the Kingdom of Casrea, in order to secure international peace for Laeriss. Luckily for them the treaty worked, tensions settled and war lessened over the next seven thousand years. There were many times where different nations violated the treaty at different points but all of them paid their fines and chose not to back out of the Common Laeran Union. In recent years though, the union and the Common Treaty has become the shakiest its ever been in millenia. A treaty which has managed to survive seven-thousand years, is beggining to come to an end as different nations fight for power in the new post-split world of Laeriss.

Purpose

The Common Treaty was written as a way of unifying the nations of Laeriss after the events of the war between the High Skull Lich and the Blood King placed the world in turmoil. The treaty was written to achieve lasting peace and unity between multiple powerful nations and to combine the forces of the many Laeran nations so that the people of Laeriss could defend themselves from future catastrophies.

Document Structure

Clauses

The Common Treaty is split into four clauses:
"Section A: Explanation of the Treaty," is a summary of what the treaty is about and why it matters.
"Section B: Conditions of the Treaty," is a detailed explanation of all the trades, agreements, and decisions being made official with the signing of the treaty.
"Section C: Caveots of the Treaty," is an explanation of the duration of the treaty, the penalties for breaking it, and the enforcement of the new rules being put in place.
"Section D: Writing of the Treaty," is an explanation of the processes through which the treaty was written, signed, and agreed upon.

Caveats

The Common Treaty states that if one of the included nations breaks one of the set rules, they must repent by paying the power(s) who they wronged with a fine equivelant to the crime they committed. If they fail to pay this fine, they will be removed from the union and lose the protection offered. Leaving the union by choice is allowed, but the Common Treaty was written with the intent of the union staying together as long as possible, though it has lasted for thousands of years already.

Publication Status

Many people have copies of the treaty and most towns have at least one. In The Kaeslaran Dominion, every county governor is required to place a copy of the treaty somewhere visible on their home so that people in their respective towns can view the important agreement every day.

Legal status

In the current day of 7532, the laws of the treaty are valid within the borders of The Kaeslaran Dominion, The Surrani Empire, The Union of Delaria, The Ilkasias Republic, The Soverign Nation of Celestial Rena/Celestia, and the nations of Ulekxir, Tolkar, and Oarilī. While Oarilī was not its own nation during the time of writing for the Common Treaty, it signed onto the council after it gained independence from Celestia. Since the signing of the treaty, the nations of Polkaer and Ytemar have fallen due to being literally torn apart after The Solstice of Shadows. All of these nations are, or were, a part of the Common Laeran Union.

Historical Details

Background

The Common Treaty marked the creation of the Common Laeran Union, the group of nations who signed the treaty. The union is meant to work together in helping to stop the problems which plague Laeriss. Though often the union may not meet for many months or even years at a time, as different countries are constantly having their own problems to deal with.

History

The Common Treaty was created after the Blood-Skull war between the Blood King and the High Skull Lich ravaged Laeriss. After it was signed, the nations included agreed to work together, even if it was begrudingly. Even in times of turmoil, they managed to stick together even though there were many people who wished to end the union at different times. Though in recent years the union has become less unified than ever as everybody tries to recover from The Solstice of Shadows, though tensions in the union are forming.

Public Reaction

People were informed of the signing of the treaty for weeks leading up to when it was signed, most people were simply releived to have a chance of peace after the last few decades had been so hard. As with most treaties, some peolpe felt like they were being cheated or that they should not have been making these binding agreements but it worked out well in the end anyways. Thousands of people crowded around the central castle of Kemler in wait for the treaty to be signed during the dead middle of Sunflame on what would become the new first year of the common Laeran calandar.

Legacy

The Common Treaty was perhaps the most important document to ever be ratified and is seen as one of the most important parts of Laeran history, being the treaty which created the new year zero. The treaty satisfied the needs of many nations and eased the tensions between them when things were at their most strained. It also put Common into effect as an official language of all major nations and made the god-based calandar official. Every nation which signed the treaty has two individual copies in their own native languages and in Common, these documents are extremely valuable and heavily guarded. The documents belonging to the island nations have been obliterated by the core while the ones belonging to The Kingdom of Casrea are most likely still out there. The document written in Common was said to have been stolen ages ago but the one written in the Casrean-Kalor language is said to still exist within the treasury of castle Casrea. No treasure hunters have ever successfully recovered the Casrean-Kalor Common Treaty as it is said that even now, Alusche values it highly.

Term

The agreement of the treaty was that it would last forvever untill the people involved chose to back out or broke the treaty. It has lasted for over seven-thousand years and even though conflicts have arisn over the years, no nation has abandoned the treaty. Though there have been many times where different countries broke the treaty and had to pay the fine.
