Roman leadership in post-apocalyptic Constantinople. The technology to repair the dying earth isn't financially or politically viable in large doses. If you were rich or powerful enough with the right people, you became a founding statesman of a great city, with the eternal right to a seat on the elected council.   The cities are solarpunk utopias, with each citizen's worth based on what they can sustainably produce.They are green, long-lasting and sustainable, but face hardships such as smugglers, conspiracy theorists, disease, maintenance wear and creatures of the wastelands. The cities collaborate in theory, although the upper echelons are rife with occupational inbreeding and power struggles to lead the new utopias. The councils are democracies in theory, but even in the new world, money talks.   The cities are in their infancy, only a few generations in, and laws are still being settled. The older members of society will remember a time when it was only optional to move to a city, but many still reside - and prosper - in the largely abandoned swathes of otherwise unoccupied land.
