Wandering Docks
I thought for sure we were going to sink in that storm, suddenly the waters start to calm an the wind seemed to lessen, and the crew began to cheer. We had drifted into the safety of the Wandering Docks. Soon enough we were safely moored as the storm raged on all around our little haven. As we took stock, and no few of us collapsed in relief, we noticed that there was one other boat, and that the docks were coming alive to fix the Luminous Dream.
Purpose / Function
Whatever its original purpose was has been lost along with the names of its builders. As of now, the Wandering Docks drift the worlds oceans, providing calm waters to wait out a storm, fresh water and fish for those in need of re-supply, and repairs for ships that need them.
Alterations
In 3144 a group of pirates occupied the wandering docks for the better part of the year, until they had the misfortune of trying to rob a dwarven delegation to Feywillow Forrest. The dwarves, understandably, took some offense to this, already being in a bad mood having spent the last 3 days getting tossed about in a storm. After the pirates were removed the dwarves decided to craft protection for the wandering docks. As such, using some of the stone meant for the elves, 5 golems were crafted and bonded with the docks. They now maintain peace (as well as probably being responsible for the gathering or salvaging that the docks must do to be so well supplied). Once a boat is repaired and fully supplied, and the danger of storms has passed, the golems.... politely encourage ships to be on their way.

Environmental Effects
It is now considered common courtesy to those who encounter the docks to "take only what you need, and leave what you can spare." No one knows quite where the supplies and tools for repairs came from before, but it is considered extremely bad luck, or at the very least poor taste, to use the hospitality of the docks without leaving something behind. Spare rope or sails, empty barrels or crates, or fishing gear. The dock finds a use for all of it.
Should you show up to the dock in a significantly damaged vessel you are in for a rare sight indeed. As long as there is some ship and crew left, your boat will be fixed. Materials and tools will animate, holes will be patched. There are several accounts of a new mast attaching itself to a ship in need.
There are also 3 different fountains that act as a source of fresh water, and there are always several barrels of salted fish and various citrus fruits.
