They really arent any different from any other group of nobles or other government bodies. Sure they are mostly immortal, but bureaucrats are bureaucrats, regardless of age.

    The Council of Cabals is the name largely accepted for the grouped leaders of various vampire cabals and clans through out the world. They are old, petty, and basically what one would expect when you have what are essentially nobles.   "Oh, you really must try this blood slave."   "We managed to destroy another platform of the stupid Twilight Trade, what have you done?"   "Did you see what they were wearing, i get that they are from the north, but do they have no fashion sense."   "I had to get a new room, there was a not insubstantial crack in the mortar, I am starting to think Charles is still holding a grudge, petty man, our duel was nearly a century ago."   You know how these things go.   Well, I guess there is a slightly different thing. That would be the Blood Duels. if an agreement in a dispute cannot be reached, those involved in the dispute are called before the council to provide entertainment while settling the feud. These Blood Duels are exactly as dangerous as they sound, although fatalities are rare, instead, they duel until one of the participants has used his blood reservoir to almost he point of entering a Blood Rage. The other opponent left in charge of their faculties is declared the victor and in the right with regards to whatever the dispute is, also inheriting no small portion of the losers power.   One of the other more common uses of Blood Duels is for aspiring members to attempt to move up the ranks of their respective clans. For these duels it is to a set point, often with an examiner fighting with a handicap while the challenger is also bombarded with questions about the current state of trade relations and vital supplies and shortages in the area that their clan resides in, as well as relationships with bordering areas.   If no other entertainment then slaves are brought in to fight in gladiator battles, but these are by far the most civilized events that take place. After all, a good gladiator can bring in spectators from miles around, and people can go missing in crowds that large, to mention nothing of the money to be made.
