Establishes a public education system that educates students from preschool to high school. Students capable of passing the entrance exam can get full-ride passes to college or pay considerable amounts of money to attend. It's illegal to drop out before graduating from high school.
Infrastructure
Highways within districts, railroads are the only way to go from district to district, and spaceports access off-planet locations. Schools are planned out around the districts with several high education buildings per district. The further down you go, the less money the education department gives the school district department. There's an alleged rumor that the highest numbered districts do not have education buildings beyond elementary schools.
