The Voiceless

Structure

The Voiceless technically take their orders from the Godeikon, not the Unspeaker, as the latter of the two is not one whom speak at all. Even then, for their own subgroup of the Court of Oblivion it is said that the Unspeaker technically is the highest in charge, with each and every other Styxian apparently just knowing exactly what it is that their so called Unspeaker wishes them to do and they follow without question.

Culture

The Voiceless have a culture of silence and secrecy, which is why they are called the voiceless. Officially, they never properly communicate or explain their motives to anyone but their own ilk. Whenever they do speak, it is plainly to order others around, serving as a form of personal jailer to always keep their subject in check. Hence it goes into the Voiceless belief that they were made to be on top of others and commanding their actions. Something they clearly show by their high levels of arrogance and mockery to anyone who ends up on the wrong side of their leash.

Public Agenda

It's well known that the Voiceless keep chains on the lower members of the Oblivion Court. Listening and watching in on their every movements both within and without the Scarlet Throne. They are there to ensure nobody betrays their cause and that everyone keeps in line, doing what they should do in the service of the Godeikon. It is also they whom are known to infiltrate and steal intelligence from hostile Archdevils which is part of why they are by most outside of the Court.

Assets

The Voiceless have a secret incubation facility stored somewhere in the voids of The Maw of Hell, which is considered their little pocket dimension of about fifty square meters, inside of the Scarlet Throne. This is also why each of their members have three rather than four of their brainglands, as one is always being incubated in pods to ensure that any of their members that get killed in action can be cloned back to life with their memories fully intact.

History

The Voiceless has existed since far beyond their current name, once having been known as the council of intrigue that gathered information about current political and active subjects from all over the hells and even beyond on the mortal realms. Their Unspeaker back then were also a peculiar leader called the Speaker, rather than the absurdly named Unspeaker, who raised concerns and threats to the twelve realms for it's council to discuss. However after the events of the Ballet of Death their Speaker wound up, well, tossed like a glove with the head pierced by a Devil's horn.   After that most gruesome event, the so called Second of Us or Unspeaker came to take the place of the impaled Speaker, thus forever changing the council of intrigue to be a much more direct group which enforce it's authority on anyone that would dare threaten their cause.
