Az Thrumm, Nozkron Thelor and then Family Heirarchs.
Each Banrumm and its families claim a peak about that in which the Az Thrumm holds his citadel. The Nozkron diseminate the regal decrees to the Banrum in council in the citadel, and they take it back to their halls, to be inacted in accordance with the kings wishes.
Faldir is unusual in the the heads of the Banrumm are expected to be present as part of the Az Thrumm's council as much as the various Seated Nobles. Thus they may discuss and refine the kings desires to be uniformly enacted in the kingdom.
Each Banrumm hold has its own Castellans, and they do not attempt to enact their law in the other holds. If a disagreement spans multiple Banrumm fanes, then the Castellans from the Az Thrumm's citadel will intercede to ensure that peace is maintained.

Infrastructure
The Valley of Faldir rises from the south east to the seat of the Az Thrumm in the north west, from where he surveys his domain. The mountain wall is long, and each peak is held by a different Banrumm house, and linked by numerous subterranean tunnels and roads. Each trails down to its various mines and quarries, warehouses and trader's markets.
At the center, in the highest peak, is the citadel of the Az Thrumm, Krakud I, of the clan Toilheart.
In the Valley below lies the Lake of Tears, the closest any enemy has gotten to the actual heart of the realm, there broken by the massed army of irate dwarves. The lake hosts the Outlander's Halls, where in non-dwarves are welcome rest, safely protected by the Militants of the Toilheart clan.
