Regional Lord
There are different titles associated with each region but all fall under the banner of Regional Lord.

Qualifications
These are often hereditary titles although from time to time a line ends with no heir. in such a case the other Lords would convene with the Dragonlord in order to fill the vacancy.
Requirements
No one Chosen by a dragon may hold a position of power outside the ranks of their respective army. This is one of the oldest laws set down in the earliest days of the Five Provinces.
Appointment
The title is usually passed to the eldest child, but sometimes a lord will pass it down to a younger child who is more capable. The next in line for the title is groomed for it from a young age and will assume the role gradually over time, taking on more and more responsibility until their parent either retires or passes away.
Responsibilities
The Regional Lords oversee and supervise a large chunk of territory within the Province. Within that territory they're responsible for training the army and the collection of rents, taxes, customs and dues. They hear reports regarding crops, harvests and supplies, deal with legal matters specific to their region. They routinely patrol their territory to ensure that all is well.
