Dragonlord

Qualifications

One must have been Chosen by a dragon, whether it be a blue, gold, white, silver, or green.

Appointment

A new Dragonlord is elected to this position when the previous one passes away. The council and senior most riders convene to choose their replacement. Most often this person comes from within the ranks of the senior, experienced riders but there are well-documented cases of a less experienced rider being elevated.
The riders aren't the only ones who take part in this process. Their draconic partners also voice their opinions and this lends considerable weight. It's often joked that the opinions of the dragons holds more weight than that of their riders.
It's the way the dragons are involved in this process that make the general populace feel comfortable with this system. Dragons are seen as good and smarter than most people so their opinions are highly valued and respected, so the people they Chose to partner with are conferred a measure of respect.

Duties

While a Dragonlord technically has absolute power over their Province they rarely if ever exercise it.

Responsibilities

They ensure the overall safety of their Province, maintain trade treaties with their neighbors, deal with maintenance to Provincial infrastructure, hear legal matters, see that the laws are up to date and generally in step with the other Provinces, and make sure the Regional Lords are doing their jobs.
