Appointment
Lords and Mayors are elected democratically. Village Elders are selected from among the eldest individuals in the village. Larger villages will have a small council of elders that make decisions whereas small ones are governed by an individual.
Benefits
Lords and Mayors are paid by the Regional Lord. It's not a significant sum but it's not taxed which is significant. Lords receive more or a stipend than Mayors as they have a larger domain.
Village Elders are subject to tax breaks in lieu of a stipend.

Accoutrements & Equipment
There's a seal of office associated with the town and city positions. Villages aren't considered large or important enough to have any kind of official trappings.
Grounds for Removal/Dismissal
These leaders can be overthrown by the people that put them in place if it's felt that they aren't fulfilling their duties.
