The Assembly Grounds at Gas Works Park

Though the four Elemental Courts of Seattle are largely self-governing, some matters must be discussed between them. For smaller issues (such as insult by the member of one Court given to another Court, and reparations for it) are often decided between the leaders of the affected Courts, larger matters (the passing and interpretation of Court Law, for instance) must be decided between all courts. Thus, the Assembly Ground: a neutral place where all four Courts can meet. Gas Works Park was chosen as the site of the Assembly Ground because it features elements of all four Courts: the trees and rolling hills for the Earth Court, the kite hill for the Air Court, the abandoned gas works for the Fire Court, and the shore of Lake Union for the Water Court.   The Assembly convenes once a month at the full moon, and has a special assembly for each of the solstices and equinoxes. The leaders of the Earth, Air, and Water Courts and their assistants--or their representatives, if they are unable to attend--convene at this time, joined by the ambassador from the Fire Court. Due to the mutual mistrust between the Fire Court and the other three Courts, the leaders of the Fire Court do not attend any but the most special Assemblies. The Fire Court Ambassador also dwells within the gas works itself; she is the only member of the Assembly to actually live on the Assembly Grounds. Any of the Kenning can attend the Assembly, though for the most part few do, as the matters with which it deals are mostly minor and ordinary.   The Assembly meets in or near the pump house, depending on weather. Meetings alternate between day and night; when there are humans around (which is more often than not) the Mists are used to conceal the meetings.
