United Galactic Federation
The United Galactic Federation, or simply UGF for short, was the largest and most powerful political and legislative power in the Second Age. It formed early in the Second Age, when those who had worked together during the Uprising decided to continue to work together. Over its long existence, the UGF regularly updated its workings, including to work the Grand Order of the Magai into them, and to suit the sheer scale they were beginning to reach. However, over time they became complacent and began to struggle, eventually leading into the Coalition destroying them at the start of the Third Age, after more than 800 years of existence.
Structure
By necessity of its growth and the development of time, the UGF changed its structuring (somewhat) regularly. However, essential to its formation was the fact that was democratic, with Representatives discussing and voting on all decisions made. Initially they were the highest ranked members of the UGF, but later more organization had to be added, when too many Representatives were present.
Culture
Due to its sheer size, there isn't much of a shared culture among the many people of the UGF. However, it was created out of a desire to work together, to not have to fight against one another over the galaxy and its many spoils and discoveries. Out of the desire to exist as equals, rather than under the control of a more powerful species. These beliefs were essential in the formation of the UGF, and most of its history, but slowly was lost as it grew and grew and lost sight of where it had come from.
Public Agenda
The UGF was formed to ensure all people of the galaxy could stand at equal footing, that none were spoken over, that all were represented. But also to ensure that, as they explored more of the galaxy, it would be done morally, that they would keep that same true for every people they found, and not those that had earned the respect of those who initially formed the UGF.
Assets
A massive organization, the UGF has surprisingly little in the way of stable assets. The city-planet Haven, which acts as their capital, is the best known. Though they collect taxes, the money and goods gathered in such a way are redistributed to aid struggling planets, or saved for emergencies. Plenty of people are employed in governmental UGF facilities, such as doctors, guards, and administrative workers, but those are easily overlooked. And besides, they are hardly owned by the UGF.
History
As can be expected of an organization as old as the UGF, it has gone through quite a few changes and times of turbulence. The very structure by which it functioned, how decisions were made between the Representatives, had to change as the UGF grew and grew. Whereas at first a single Representative represented a 'people', over time this had to change, had to specify, to suit the expansion of the UGF. And as more of the galaxy was explored, and more people joined the UGF, more Representatives had to be added.
Though for many centuries the UGF did an admirable job of keeping up with its growth, it could not last forever. As more people joined the UGF, exploring the rest of the galaxy became faster and faster, and the UGF simply did not adapt fast enough to suit. It became bogged down, decisions made slower and slower, until people grew frustrated, grew impatient. It outgrew its own abilities, until it could no longer stay. And when the Coalition took out the Grand Order of the Magai, an essential part to the UGF's government... the UGF itself simply collapsed, no longer able to hold itself up.
Disbandment
The UGF outgrew its own capabilities, as it grew too large, to encompass to many people, and failed to adapt for this. When the Coalition took out the Grand Order of the Magai, whose assistance was built into the governmental structure of the UGF for centuries, the UGF simply could not hold any longer, and fell apart. Though smaller organizations within it continued to exist throughout the Third Age, no longer could such a large, sprawling organization exist.
