King of Vhalmane

In the country of Vhalmane, the King is technically the highest rank, though he is held accountable by the Judges of Succession. Under the current system, the title is earned either by passing a Succession Test or by proving their worth in a major leadership role. To date, no contenders have been able to cheat the system.
The Succession Test is a rigorous assessment of a candidate's leadership qualities under carefully controlled conditions. The exact contents of the test are a closely guarded secret; anyone who takes the test, pass or fail, is sworn to never reveal the details to another soul. They are also not permitted to tell anyone, outside a short list of approved persons, that they are taking the test until it is complete. The contents of the list vary according to the succession situation and a candidate's personal circumstances.

No qualifications are necessary beyond passing the Succession Test, or if applicable, being deemed suitable by the Judges of Succession. If the previous King gives notice of retirement or is in ill health, a candidate to succeed him may be selected and given some training prior to acquiring the position; however, for many, learning to rule is something done "on the job".

Requirements

At this time, Vhalmane law only permits male rulers (though, interestingly, the Judges who hold him accountable are always all female). There is no limit on age, though of course a candidate has to be deemed able to understand the responsibilities he takes on. Although descendants or other relatives of the previous King are offered first refusal for applying, they have no more chance of passing than anyone else. Any male is eligible to try, whether nobility or vagabond.
