The Independency

Government

One of the main reasons Project Phoenix deviated from the United Legions was their differing political views. Opposed to the United Legions' strive to be a direct democracy, the newly formed Independency believed that there were only a few individuals fit enough to make monumental decisions, and due to their extensive knowledge, they could make the best decisions for the new nation.
Although labeled as an oligarchy, United Legions politicians have labeled it more fittingly as a familial plutocratic oligarchy, due to their questionable election methods.

The Eight Staffs

The Eight Staffs are eight royal families. They hold extreme political influence, and are seen by society as the height of familial strength. In order to be in contention for a Staff position, a member of a family must be a member of the highly-wealthy Opulent Class. This member is considered the Family Chairman or Chairwoman, akin to a matriarch or patriarch position. If multiple members of a family are Opulents, then seniority by financial wealth dictates who will be Chairman.
Every time a new oligarch is elected, one of the Staffs is kicked out from their Staff status based on their family net worth (the Staff with the lowest family net worth is kicked out). Each time a new oligarch is elected, they elect one new family to become a Staff.

Oligarchs

The Three Oligarchs rule the Independency. Although there are other positions of power in the government, nothing comes close to outshining an Oligarch. Each Oligarch normally controls a section of the government, such as legislature or controlling the armed forces. Executive decisions are made between the three, but they get to work in their area of expertise and provide the last word if the verdict is not opposed by or important enough for the other Oligarchs.
Oligarchs serve 10-year-terms, and can serve up to a total of 5 terms. The terms of the Oligarchs are offset so that every 3.3 years, a new Oligarch will be elected or re-elected. Each election, a member of each Eight Staff family is proposed into the election, aside from the one that already has one in office. Then, a somewhat-democratic vote takes place after campaigning has been done. This semi-democratic vote results in the bottom three classes voting. Each individuals' vote in the bottom class is worth .5 points, each vote in the 'middle class' is worth 1 point, and each vote in the top class is worth 2 points. Then, those points are tallied. Whoever is in the bottom half for points is knocked out from the election, and the second half of the vote begins. This time, just the top class and Opulent class vote. The top class's individuals have votes worth 5 points, and the Opulent class's individuals have votes worth 20 points. Whatever oligarch candidate has the most points wins the election.
Past Oligarchs that have since been out of office can run for Oligarch, so long as they still meet the proper requirements. If they are elected (which is rare), they can serve up to 2 more terms as Oligarch.
