Council of Planetary Habitation and Colonization

The Council was established in 2023 CE by the United Nations as a group of intellectuals that could make educated decisions predicated on facts. Although they were originally brought together as a purely scientific collective, they later ascended to a political position during the Sector Separation. They would go on to draft the Galactic Alliance Pact and lead the newly-formed United Legions.

Qualifications

In order to simply qualify to apply to be a Council member you must:
  • Have AT LEAST a Bachelor's Degree in Political Science.
  • Have a graduate degree in a field that is applicable to a Section, Subsection or Position in the Council.
  • Have a Council Referral Form signed by at least 3,000 individuals. Form must be signed by at least five staff members at all universities you have attended, including the presidents of those universities.
  • Have been employed by the Council at a job previously for a term of at least 6 months.
  • Have completed the 6-month Councillor internship introductory course.
  • Must be able-bodied, above the age of 18, and have no severe mental or physical conditions that would hinder an individual's ability to govern correctly.
  • Not have a criminal record, or if you have one, you must not have been imprisoned at any point over the last 10 years.
  • Not have any reported substance or alcohol abuse for the past 10 years.
  • Have passed Council background checks.
Now, this can be bypassed in a State of Emergency, when a position needs to be urgently filled, or if an employment pardon is provided by the High Councillor.  

Election Process

The Council believe in a strong democracy. So every citizen has the right to vote. Regional positions only employ voting from those regions, but national positions can be voted on from any registered citizen of the Legions that is of legal age (18).
Different positions will be in office for longer or shorter terms, and can serve different amounts of terms. Each time these terms end, new elections are held for the position.

Structure

The structure of the Council was created to reflect the Council's purpose. Unity and equality. These traits are displayed in the structure of positions and departments within the Council, to form a cohesive organization that doesn't allow one person to have too much or too little control or power of the organization. A plethora of privileges are granted to the members of the Council, but none of which come without stricture to be followed and responsibilities that require integrity and hard work.

Public Agenda

The Council's ongoing mission is to assess problems that occur on planetary bodies, and to address and correct said problems in the most peaceful, unbiased way possible. The Council is always attempting to cultivate a safe, and unified group of planetary bodies, so that their oversight extends to the farthest reaches possible, as to assist those in need and to apply their assessments and corrections to the universe in its entirety.

History

After the famous "Unified Departure Denial" performed by the United Nations, the Council was created by the U.N. as compensation for their rejection of the wild proposal. Originally, appointed officials of the Council were of incredibly high intelligence. Economic, political, and scientific experts made up the first members of the Council, and for years, it was merely an intellectual congregation. But the integrity of the organization began to crumble as they realized their true political influence, and corruption soon seeped into the Council's members. Unnecessary amounts of funding were requested, and used for personal needs of the more egotistical Council members. Though the purchase of earthly possessions would soon prove to be needless. Following their deliberations that lead to the Earth being deemed uninhabitable was when the true corruption hit. Many questions had been posed by the general public as to what government systems would resemble once in space. There was a large group that supported the idea of the Council reigning over the collective projects, as differing governments would surely lead to war without mediation. Once in possession of such limitless power, the Council rewrote their systems of command, and politics overtook them. Certain political parties voted out those who opposed their beliefs, and nominated those who supported their views. This corruption lead to their credibility deteriorating over time. The Council was not much of an item in anyone's lives until after the Sector Separation, when the new Accords of Connections lead them to be front-and-center, and in control of the majority of the space in certain galaxies. However, they suffered greatly when the Zenithian Reformation hit, and are still attempting to recover from such.
