"We crested the hill and I couldn't believe my eyes. We had to be still at least 30 miles from the northern coast, we had just crossed a river, weaved our way through miles of farmland and grazing fields, and the only thing I could see was a sprawling city. We must have only got a glimpse of the exterior portions of the city because there was no wall that we could see. If my eyes didn't deceive me then this city is many times larger than Stalkeep. Demographics

All citizens of Selka are Selkans, the difference comes in when it comes to where the citizens live. The wealthy class lives inside the walls and run the many aspects of the city. The middle class lives mostly in the Exterior district, with some exceptions that live in the Interior, and work as merchants and artisans. The low class lives in the Outskirts and work as either farmers or laborers within the city.

Government

The Selkan City Council runs many aspects of the city. This council is made up of the Matriarchs from the Prominent Families of the Interior district of the city. These Prominent Families are those that led the original Wandering Clans which roamed East Glade before the establishment of the city.

Defences

The City of Selka is split into three layers: the Interior, the Exterior, and the Outskirts.  

The Interior

The Interior is separated from the rest of the city by Miranska's Wall which serves to protect the wealthy from any attack on the city, and is manned by the elite soldiers known only as The Watchers.  

The Exterior

The Exterior is defended by the largest part of the city's militia, The Vanguard Battalion.  

The Outskirts

The Outskirts serves as a first line of defense for the city, purposely built into a maze of buildings meant to confuse and disorient would-be invaders.

Industry & Trade

The metal trade between Selka and The Heartland Empire is a major line of wealth and development for the city. This increase in development led to the creation of the Elekanska Steel Rifle. The creation of this new weapon led to trade with the nations of Sinsin and Shattarack, who both feared the wrath of the Empire and began gathering weapons to combat any Imperial invasion.

Infrastructure

The Skirska Waterway is the main source of freshwater for the city. This massive aqueduct diverts a large portion of the nearby Heska River into the city to be used for crops and consumption. The Outskirts road system works as the first wall of the city, built into a maze to confuse invaders. Once inside the Exterior District the roads get easier to navigate as well as being wider to serve larger crowds.

Assets

The city is also home to a vast fishing industry that journey's farther than any other nation, making it to the northern-most part of Kalder. The Selkan Merchant fleet connects the city to the rest of the world by trade, though only Selkan traders are allowed within the city.   Selkan mines produce large amounts metals like iron, nickel, and copper, as well as the precious metals, gold and silver,

Guilds and Factions

The Prominent Families are the governing faction of Selka, they are well-off traders and explorers who own much of the city.   The Civil Defense Force is the military presence in the city and they are on the payroll of the Prominent Families.   The Merchants Order manages trade for Selka, both internal and international; though some of the Prominent Families are involved in the Order, the organization is not managed by the Families.

History

Selka was first settled by the First Family, the Quilskas (who still hold a seat on the City Council) before history was being recorded. The Quilskas were the first of the Roaming Clans of East Glade to settle and begin establishing the foundations of the city. Selka Quilska was the Matriarch of House Quilska and it was her decision to stay on the northern coast of East Glade, settling her clan of around 600 people. As the years went by, other Roaming Clans stumbled upon the settlement and saw how food was plentiful and the blossoming Selkan culture was very enticing. Some did not like what the Quilskas had done, thinking it spat in the face of everything their ancestors had done, but others saw the appeal and left their Clans to stay within the city. After many generations, the nomadic aspect of Selkan culture was all but replaced by city life.

Geography

Selka spans across a large area of the Northern Coast of East Glade. The farmlands that provide food for the city are located to the south near the Heska River.

Natural Resources

Selka exploits the surrounding grasslands for farmland and pastures. The Skirska Waterway diverts the Heska River to provide water for the city.
