The Outer Worldlock
Long ago, when the Four roamed the continent of Kaelat, the Prime Material was connected to the Astral Plane, and through it, to the Outer Planes, which are the residences of the gods. During The Second Nelarian War , however, the world came perilously close to destruction by a particularly powerful evil outsider, Akil, the servant of Orcim, the Nelarian god of evil and destruction. After narrowly defeating him, the Four determined to ensure the Prime Material was never subjected to such destruction again, and severed the Prime Material from the Astral Plane, preventing any travel from the Outer Planes directly to the Prime Material.
Because of the Outer Worldlock, long-range teleportation through the Astral Plane is impossible, and calling outsiders from the Outer Planes requires human sacrifices in order to create small gaps in the barriers between the planes. It is for this same reason that resurrection is nearly impossible by "conventional" means, and the soul must be recovered from The Soulstream before it can be resurrected.
Manifestation
Calling Outer Planes outsiders requires human sacrifices, astral teleportation is impossible (Ethereal or Shadow-based teleportation still functions, however), and resurrection is a much more complex and expensive prospect.
