When the Nobility of Rivermouth failed to support the growing population a leadership vacuum began to make itself evident in the overlooked underbelly of the City of the Muse. As the problem grew several small gangs began to crop up, trying to take a piece of the pie for themselves. This was brought to an end as Mr. Brown began to gather his following. He earned his starting wealth by smuggling food and medicine and other necessary items that were in short supply, undercutting the Nobles who profited from imports and selling directly to the lower castes. This gave him both the funds to pay his growing number of enforcers and the reputation of benevolence to inspire the loyalty of the common person. His web of protection, once limited to the docks, slowly spread over the whole city, until rival gangs were eliminated or folded into his organization. He calls his people Sysa's Helpers, as he says that since Sysa can't help the people of Rivermouth he'll do it for her. Over time their power grew to the point that they were pushing Nobles out of their investments not just other gangs. This is the point the Noble Caste began to see them as a problem. Word among the upper castes is that the Helpers have turned the Matriarch into nothing but a puppet ruler though in fact this was done long ago by the Nobles who had up until this point held all of what little wealth there was in the city. The Matriarch simply knows she does not have the resources to combat this "threat" and refuses to waste what little she has on a token show of opposition.
