Sammasuri

Sammasuri is a settlement in the Kingdom of Arnak with a heavy Etsuman influence. It is the third largest settlement of Arnak, and was once part of the Tebtai Empire, and was given to Arnak after the signing of the Treaty of the Contested Realm.   Ships from the Besol Sea moor in this nautical town to trade their wares, and send them on their way to the Tebtai Empire. It is famously home to the Arcane Academy of Sammasuri.   The city of Sammasuri is built around a natural hill. At the top, a low grey stone wall encircles the old town, or Old Ossam, within it the Arcane Academy towering above the city. These buildings within have ornate, domed roofs with green and gold detail and arches, with the academy being the most eye-catching of them all.   To the East, the hill slopes in to the sea, a small portion now making up a large dockyard, flanked on either side by natural cliffs, with the southern cliff boasting a tall, stone lighthouse. The architecture is a mix of the Etsuman sloping roofs, and flat Arnak construction.   The areas both immediately west and south of the walls is composed of an intriguing architecture, the ancient Tebtai style, with much ornamental yet humble finery, an incredibly mathematical architectural style. This southern area is home to a small palace complex, an Arnak style building that looks a little out of place.   The far north of the city sprawls in to a tightly packed collection of towering wooden houses, some built on stone foundations, many in the Etsuman style. This style of building continues way out in to the surroundings of the central city, sprawling and confusing architecture scrambling around itself, surrounding the more traditional Tebtai city within, in a state of constant expansion. The city is the model example of a melting pot, albeit one that is still bubbling.

Government

The Incumbent Vizier is Samwell Thane. Samwell is an elderly Arnak man. He is old and forgetful, but still warm-hearted. He deeply trusts his Viceroy, Bruce Thrall.   Bruce is just under 6th foot. He wears his hair in two knotted braids that hang over his shoulders. He is handsome, and has sensitive, gentle eyes. He speaks softly, but in a deep voice. He is proud of the achievements of Sammasuri and Arnak.

Defences

The Sammasuri Guard is the local branch of the Arnak Army. It is not particularly skilled, but is a self supporting army, composed predominantly of humans, dragonborn, and a small number of tabaxi all native to the settlement.   The city is quite hard to traverse, which makes it a hotbed for crime, as the Sammasuri Guard find it difficult to respond to crime quickly, and lack numbers. This has been an issue for the various Viziers for some time, and is an issue the locals feel strongly about. The majority of the guard concentrate their efforts on patrolling the Old Ossam Walls, and the south of the city.   The Sammasuri Fleet, a branch of the Arnak Navy, is quite impressive, although Sammasuri rarely ever face threats at sea, save a few marauding pirates. The fleet protects the city’s main industry, which is its sea-borne trade.

Industry & Trade

Sammasuri is maintained by its bustling naval port, with the vast majority of its inhabitants either working at sea or around the docks, with the remainder working in industries supported by the Arcane Academy of Sammasuri.

Guilds and Factions

The Besol Navigator’s Guild, a guild of the continent’s wealthiest sea-borne merchants has its headquarters here. The guild are responsible for importing most of the city’s goods, and as such have considerable political power. This is fortunate for them, as they also smuggle many illicit goods in to the city, which authorities often must turn a blind eye to. Most of these goods end up in the hands of The Tiles, a Tabaxi-run gang that operate in Sammasuri.   The Navigator’s Guild are often at odds with The Docker’s Union, a union of low paid labourers from multiple areas of work all involving sailing and work on the docks. Members of the Sammasuri Fleet are strictly prohibited from joining the Docker’s Union.   The Academy Archmage and Keeper’s of Arcana are the elders that organise and run the Arcane Academy, they also hold considerable political sway within the city, often working with the Institution of Arcane Protectors, although the two can occasionally be at odds to one another.

History

In the early years of The Second Empire, 1329 BDR, a water elemental named O’Sian founded the Arcane Academy, in what was at the time, Tebtai territory. The Tebtai were grateful, naming the surrounding area Osamm, after the elemental. At this time Osamm was but a small settlement for students of the Osamm Arcane Academy, and was rarely visited by any traders or adventurers.   During The War of Southern Rebellion, Osamm was right in the centre of conflict, and many of the students left, leaving the settlement mostly deserted. However, when the Etsuman refugees arrived, Osamm made an ideal port and refuge.   Suddenly, the new Etsuman arrivals begun building an entire city around the original settlement, rapidly expanding the area in to a bustling naval city.   When the Treaty of the Contested Realm was signed, the city was given to the Arnak, but almost all the Etsuman remained, and the city was named Sammasuri, the name the Etsuman used in their language to refer to the settlement. With this, Sammasuri became the main port city of Arnak, becoming an economic powerhouse of the Kingdom.   The Arcane Academy still draws visitors in from far and wide. It caters mainly to wizards and those who garner arcane information from research and study.

Architecture

The architectural style of Sammasuri is very varied, with ornate Tebtai constructions in the centre, surrounded by leaning Etsuman buildings with their trademark dark wood and sloped roofs. Interspersed between these are a number of flat roofed Arnak style buildings, although made of a lighter stone than those further northwest.
