Viltshire

Demographics

While composed of mainly humans many other species can be found in Viltshire, the largest center of trade and culture in the Broken Sea. A small sect of even the rarest of species can be found here. Thought few of the upper class are non human, some are able to work their way up even to the council of the current King Bron Franzel Phoenixfury.

Government

Governance: Viltshire is the capital of the Omri Kingdom which is a Monarchy style of government. The current king is Bron Franzel Phoenixfury the ninth ruler of the Kingdom. Being a monarchy style of government Bron's word is law. Advising him is a court of various nobles, mages, generals, and guild leaders. Next in line to inherit the throne is his eldest daughter Ruby Ashlynn Phoenixfury.
Laws: Much of the laws are aimed towards keeping the peace and generally being fair. Some specific laws:
  • Duels: If the two parties come to an agreement with at least one witness any and all duels are allowed to go till one yields or any other conditions of the duel are met. Duels can happen anywhere so some bars and inns host fighting pits for the public to enjoy the spectacle, if an venue cannot be found it must be held in the public's eye on the street. For those in the upper class of Viltshire they might make a show out of this and plan these well in advance.
  • Magic in public: Any spell that is destructive, manipulates the mind, or causes harm to another is strictly forbidden with few exceptions (Self defense for example)
  • Necromancy: Those who wish to pursue this school of magic need to register with the Court Wizard and be evaluated every year. Animating the dead is strictly forbidden, speaking with the dead is frowned upon unless permission is given from the deceased family or official. Resurrection is possible but hard to find and does cost a lot, those versed enough to do this will be called upon during emergencies and times of war.
  • Worship: The worship of the Progenitor Gods and most of the Detached Deities is allowed, but the worshiping of Primeval Apostates is forbidden.
Taxation: Taxes are collected on the last day of every month.

Defences

Most of the city is surrounded by a 38ft tall white stone wall with over 80 watchtowers that were manned by a mix of the city guard and the army of Viltshire called the Crimson Company. The sole entrance to the sea Viltshire is known as "The Gate of Omri", all harbors lead to it to keep watch of all ships entering and leaving this entrance to Omri. Part of the aforementioned wall cuts off in the sea, located about a quarter mile away is a small island citadel with an identical segment of wall, and over further down the wall continues on the other coast. In times of emergency pillars will shoot up form the sea floor and have thick chairs connecting them as runes light up to cause the chains to heat up. The pillars do support a bridge for foot traffic to run across this structure if the need arises.

Industry & Trade

Viltshire is a city that survives off the sea and trading thanks to it having the largest ports and harbors across the Broken Sea.

Infrastructure

Aqueducts: Carries fresh water from the mountains located behind Viltshire thought the city.

  • Religious institutions
  • School for mages

Public Parks: Most are set in the High District and Merchant's Quarter for the enjoyment for all. The Lower district does have some semblance of a park due to open lots.
Sewers: Run thought the city and run into the ocean. Runes of purify water and prestidigitation are placed in various places to get rid of toxins and poison. Large buildings with access to the sewers catch solids in a mesh net that are then disposed of.

  • Crown District: Hand carved stone and brick in some places
  • Lower Ward The Roots of Viltshire: The well traveled roads of the lower ward are made of packed dirt, with grass and small shrubs growing on the sides
  • Merchant's Quarter AKA The Phloem: Carved stone interlocked together
  • Public Dock AKA The Radicle: Natural stone with patches of grass in it transitions to the ageing wooden docks

Guilds and Factions

Fates Rejected: Crime Ring that 'protects' the Lower Ward. Provides hired muscle, owns a large part of the black market, has ties to most official guilds, etc.
Merchant Guild of Omri: Manages all persons that wish to sell anything on the island of Omri.
Open Hand: Thieves guild ran by a masked man that uses street rats and beggars to gain wealth, and provide some community for these people.

Architecture

  • Crown District: Most buildings reflect the colors and the architectural style of the castle. White stone walls with red terracotta roofing and a golden trim. Black walnut wood is the main wood used to accent and support structures. The wealthiest of the residents are able to have a small plot of land in the middle of the district, some are even attached to the main defensive wall. Most others are placed together and are able to have a small courtyard surrounded by iron bars of varying designs. The shops the line the main street tend to have blue purple or yellow awnings protruding off of them with well crafted signs clearly displaying what they are offering.
  • Lower Ward: Most of the building are constructed of stained pine planks with stacked stone as the frame and a mix of roofing types. The center parts of the ward are on average worse off in materials than the outer ring, with its most presentable architecture near the public dock and the entrances to the city.
  • Merchant's Quarter: Most building are made of grey carved stone that depending on the street you are on could look the exact same or each way you look you could be in a different city. Craftsmen and money are prevalent here so it is ever changing with their tastes and influence.
  • Public Dock: Similar to the Lower Ward, but most buildings a majority stone base, with wood being used sparingly due to the exposure to the water and need to reduce the chance and spread of fire.

Geography

Centered between a mountain-range, grassy fields, and the ocean Viltshire is located in an advantageous location for natural resources. The castle is on centered on a hill that is located in the back third of the capital with small hills are scattered thought the capital. Some aqueducts empty out into a lake that then feeds the handful of rivers that run out of the city. Some of these rivers run into the ocean.

Natural Resources

The sea provides various resources such as fresh fish, minerals, and raw materials. The surrounding forests and fields provide grin, lumber, hunting grounds, and various other resources. The mountain range located behind the city provides fresh water through a system of aqueducts.
