Goetera

Overview

  Outcasts and criminals from across the galaxy have taken up residence in the last of the ancient arcology cities on the world of Goetera. Reaching hundreds of meters above the toxic cloud cover of the world below, broken arcologies dot the surface. One among them, the sole surviving arcology has been named "Opportunity" and houses untold millions, possibly billions, of outcasts. The origin of the arcologies is unknown, but surely predates at least two reaper cycles, (although the player characters would not know this). While C-Sec and the Citadel have no official control over the area, their operatives maintain a watchful eye and occasionally attempt to assert influence when they feel it suits their needs.   Thought to once have been a relatively pleasant, habitable Terran world, the surface is hidden below a thick greenhouse layer of heavy pollution. "Blizzards" of poisonous, acidic ash blanket the artificially flattened surface, making unprotected life on the surface nearly--but not entirely--impossible.  

The Orbital Platform

An orbital platform sits in geosynchronous orbit and connects to the upper spire of Opportunity by space elevator. Where the elevator cars are spartan in design, the orbital platform itself is decorated with faux wooden paneling below nicotine stained off-white paneling. A disaffected young man with a terrible attitude runs the flight tower.  

The Upper Layers

The upper layers of Opportunity are in reasonable condition and are both inhabited and maintained by a feudal-adjacent government. "Noble" families control the upper hive city, and much like feudal societies on earth once hired and manipulated mercenaries to do the fighting for them on Earth, they hire and manipulate the crime families in the lower stratus of the hive. These gang houses do the dirty work for the Noble families. To keep the gangs in line, as well as to enforce strict compliance to the law within the upper spire, there is a sizable force of "Enforcers," a heavily armed and armored paramilitary force clad in what appear to be modified and up-armored hazmat suits.   The upper layers of Opportunity are in reasonable condition and are both inhabited and maintained by a feudal-adjacent government. To keep the gangs in line, as well as to enforce strict compliance to the law within the upper spire, there is a sizable force of "Enforcers," a heavily armed and armored paramilitary force clad in what appear to be modified and up-armored hazmat suits.This section of the arcology is clad in brass and mahogany, although cursory inspection reveals that it's just a plastic-veneer. Red tapestries and carpets line the halls, and each floor is between twenty and thirty meters high, a comparatively open and airy environment enjoyed by only the wealthiest of the world's society. The closer one looks, the more apparent it becomes that the decorations have been eroded and soiled by decades of wear, and nearly all surfaces bear the marks of repeated maintenance.  

Habitation Units

The "Hab Units" are general population housing. House Allanach has a strong presence as high as floor 262 where they hold a significant portion of territory. In a way, their presence marks the border between the relative law and order of the upper arcology, and the chaos of the lower floors.
