Modanai lie at the forefront of Sun Empire expansion, a small fortified outpost that is a manifestation of the will of the emperor. From here, weekly expeditions leave in search of Orasca, raiding parties set out in search of Dusk Legion cells and defensive forces sweep up the river to keep Merfolk intruders a bay. This is a best a respite before venturing into the unknown, and the end of the line if you attract the attention of the wrong people during your visit.
