  Made within the forges of Lagash for its generals and commanders, the Scepter of Imperial Authority lets its wielder's voice boom across the most chaotic battlefield and instill discipline into even the most unruly forces beneath their command. Despite the name, the scepter can be found across Lakhanavati and likely Ithekshem beyond it under any number of ego-aggrandizing names.    

Description

Imperial Scepters usually take the form of a short rod made out of iron, silver, or even gold, decorated with bannerettes or vimples and crowned with whatever reagents used to power its construction. Most are impressive enough to demand respect in their own right, with sculptures of dragons, stern-faced kings, or terrifying demons dominating the upper half of the rod. The rods can be quite heavy as a result, and many attach them to a wooden handle that can rest against the ground for longer periods of use.  
The same weight makes them a efficient, if clumsy, means of crushing the head of any dissenter that need to made an example of, too.
  Wielders of the Scepters can use it to to raise their voice and the power of their presence, allowing them to utter command at great distance and through almost any noise. Just wielding the scepter has a subtle but powerful effect, shrouding them in an aura of authority and power. Most have difficulty placing the feeling exactly, mistaking it for natural charisma or inspiration.  
Besides war, the Scepter is often used to deliver official speeches, decrees, and in at least one part of Lagash, the news.
 

Construction

The Scepters of Imperial Authority are relatively simple to make, mixing the Astral school to enhance a persons gravitas with either Fire or Nature. As an object of Lesser Power, it requires only a few reagents of power, usually part of the crown of the Scepter. Some mages make versions further enchanted with Earth to compensate for the relative fragility of the metal used in its construction, but most don't bother with the additional expense.   In Lagash, the Scepters are relatively common among generals and commanders, and made to embody the legion or army that commander leads. The most famous, the Dragon Banner, is said to never have touched the ground in defeat - something all of Lagash's enemies are keen to correct.

That's a fun idea! I love how important and respected they seem, carried by generals etc, and that someone is just using one to deliver the news XD If they're easy to make, does that mean that almost all mages have one? XD

Nah; they are generally made for people who need them. Mages tend not to be people-persons, so they rarely bother. If they are generals and commanders, maybe... And I'm guessing some magic teachers in the schools might use one to bring order to an unruly classroom!
