Tevairai

Tevairai is a nation in Takawaoku's central region. It is one of very few countries to hold coastline on both the Sea of Souls and the outer sea, with only Shiar, Nahazan, and Rhaead sharing the honour. Defending these borders has historically been of issue for Tevairai, and has shaped their nation's combative nature over time.
The nation holds spirituality in high regards, preferring to confer with the natural world - or what their shamans perceive as the natural world - for decisions. Laws are less formal in Tevairai's borders, being more codes of honour and respect, but is always centred around community leaders and their connections to their nation's spiritual heart.
Interestingly, despite being positioned next to magic-forbidding Keselam, Tevairai has an open mind to all magical matters. A person's access to magic is determined by a spiritual judgment upon the uncovering of their powers to prevent misuse, and the right may be restricted at any point. If these oaths are broken, the punishment is invariably death.
