Needing a place that was easy to reach in the time stream, the Time Council forms at the site of the Battle for the Crystals.
The destruction of the Crystal Hivemind of the Prismatons led to a vast amount of energy being released at that site. This made it a perfect location for the Time Council to set up its base of operations.
