Tyrkhan

A Tyrkhan is a political leader and moral compass, as well as a mediator for the Confederation Council of Scylkyr. It is an incredibly prestigious, important position in this country and one of the few positions that holds any power outside of it.
They are not dictators and defer heavily to the Council, made up of other leaders of the 12 clans that reside within Scyran borders. The capital they reside in, Suntaer, is the only location in Scylkyr not associated with any particular clan, as most of the people that live there are either travelling tradesmen with no clan affiliation, or people in nonpartisan political positions. It is said that a secret organization also resides their, though this is widely believed to be a myth.

Qualifications

Advanced education, military experience, political experience, and rank as clan leader are all necessary to ascend to this position.

Appointment

There is a naming ceremony by clan leaders to decide which among them is fit to lead. No one is allowed to nominate or speak of themselves, and so this is solely based on the opinions of others. Relevant clan members are also allowed to sit in on these meetings with the Council's permission. This is decided through a vote.

Duties

Developing foreign and domestic policy, deciding the moral compass/philosophy of the clan, providing moral guidance, passing or rejecting proposed laws, and maintaining or avoiding relationships with other countries.

Responsibilities

Accept or reject proposed laws, mediate inter-clan disputes, manage trade, and host any Council ceremonies. This person also attends any holidays or festivals hosted by two or more clans, and oversees criminal hearings.

Benefits

The Tyrkhan is a highly respected individual, and gains a huge amount of influence among the people of Scylkyr. They are said to be on the path of Light and paradise, and are given a fair portion of the country's wealth. However, this is a fair amount they must do in exchange.

Grounds for Removal/Dismissal

In order to be removed from this position, the person must either die or be voted off by a majority of the Council. Most leaders do not face removal in their lifetime, but some reasons include murder, excessively violent dispositions, sexual assault or harassment, obstruction of justice (yes, there is an equivalent to this in their society too), and misuse of trade agreements.
