"Lord Paramount" is a title in the The Empire of the Dragonborn . It is a hereditary title bestowed upon the head of a Great House charged with ruling one of the seven administrative regions of The Empire . They rule their region on behalf of the Imperator of the Dragonborn Empire , the absolute ruler of the Empire.
