The rest of the world is secondary, and is developed only to give outside origins and situations to happenings within the city.
The city of Illien is a recently instituted republic, having overthrown its tyrannical monarch a generation ago, and this transition continues to impact the populace in the present day. While the chaos of the revolutionary spirit has tailed off, the political situation remains uncertain, as the city works out how exactly republics work in practice rather than on paper. Everything from the pantheon of Illien's gods down to the meanest beggar has changed, and things are in a state of vibrant chaos.
