Breddon is one of the oldest settlements on the prime material plane. By Year 236 of the Sleeping Ages Breddon had grown to be the largest metropolis on the plane.

Each "Rise" is largely independant of the next one, but there are a series of laws agreed upon by the Justars, Black guilds, Sealords, and the Inquisition, and enforced by the City Gaurdians.
Fortified walls around the whole city, a segment of guards is located at each of the guard Citadels built into the walls of the city. A standing army is maintained by the Justars and the Black Guilds.
Industry & Trade

Extensive sewer system, roads leading from Breddon to most other major cities on the same continent, largest shipyard on the Material Plane, Several blast furnaces, surrounding farmland has a variety of windmills and watermills to produce for the population of the city. The majority of the city is built with worked stone, the poor areas are constructed primarily from wood and other inexpensive building materials
Agriculture from surrounding flat lands, ore from hills and mountains, whaling, fishing, salt, pearls, coral from surrounding sea and ocean.
