Overthrow the ruling Penttheonic class in Zakar, establish the Eight Great Gods as the required religion not just in the west but in the Empire as a whole.

Assets

Support from many desert nomad groups and small settlements throughout the Western Satrapy. Hundreds of hideouts, substantial food supplies, camels, horses, livestock. Their symbol and primary weapon are javelins with red feathers. These are often coated with thick tar and set alight.
