History
Tetra-Val and Rainald know each other only very distantly, meeting only to discuss trade between their respective cities and to negotiate the level of military guard that would be provided along that trade route. There's something about Rainald that doesn't seem right to Tetra-Val, however, which leads to her trying her best to keep their meetings short and as polite as possible. Rainald views Tetra-Val with a quaint sort of fondness, though, and admires her strength and intuition, but doesn't share too much with her, assuming that she wouldn't be educated enough to understand the complex inner workings of the politics of Hyrule just yet.
Commonalities & Shared Interests
They both want to keep their respective populations strong and well-cared for in their own ways.

History
Reinald and Neri know each other through political meetings and events in Castle Town. However, Neri views the Steward as a hypocrite and doesn't believe that he was chosen by Hylia, since he does not possess the Triforce of Wisdom. Reinald, on the other hand, doesn't pay much attention to Neri, since he figures that they don't hold much power or sway over him in his position.

History
Nock only came to Rainald's attention once the Carnival started attracting more business and customers. Rainald thought that the Carnival was quaint, and ended up gracing it with his presence every so often. Over time, however, the Steward's visits became more and more regular as he discovered an affinity for gambling. Recently, however, the relationship has turned sour as Rainald has accused Nock of thievery and murder.
