To Guide the current ruler in how to justly run the country, the core values of Menerv, and it's first ordained laws.

History
The #### directly follows the end of The revolution and lays out that the signing tribes would dissolve and join under a single ruler.
Out of 23 tribes 18 signed and joined the new country with the remaining five parting for the northern mountain range.
After the document was signed and the tribes were dissolved people gathered into loose family groups that eventually became the clans.
Public Reaction
Overall people approved of the new government, The new King Everddyne Northwrought and his Queen Nixsommer were war heroes and known for their loyalty and justice.
