Sabahattin was originally given the Thrall Fragment in order to keep it from ever being used again, and ze intended to do just that. Ze allowed researchers to do what they wanted with it, as long as they didn't use its power, and kept a close eye on them. Research was halted once it was discovered that the Thrall Fragment wasn't useful against titans, but could be used to lure humans instead. Sabahattin stopped doing field-work altogether and devoted his time to finding an isolated and protected place to keep the fragment away from the rest of humanity.
