The Riot Starters

The Riot Starters is a gang led by Ordor Wolfstone that smuggles in drugs, which includes the infamous the Red Ruby, from outside the city, and then deals them. While the majority of them had been arrested in a secret service operation, the man in charge himself hadn't been caught, and had managed to recruit a few new people to join him.
