Octant 7: The Well
In charge of the water supply within Helstav, the seventh Octant manages the retrieval, purification and distribution of water throughout the city. Using a blend of technology and magic, the get water from below the surface and from the nearby lakes, funnel it through a purification system before channeling it through a series of tubes connected to the entire city.
Demographics
60% Elves, 20% Half-Elves, 10% Halflings, 5% Sea Elves, 5% other. The odd Water Genasi can be found here, and is usually highly valued as a member of the Water Chamber due to their famous patience, which is needed when serving the Chamber.
Government
The Water Chamber is the governing body of the Well Octant, and features 116 seats, who are up for election every three years. Despite having a body of government, the political part of their work doesn't take up all that much time, and the Water Chamber focuses for the most part on the issue of controlling the cleanliness of the water.
Ruler
Valindra Inafiel, from the magical pump, is the Head of the Water Chamber, and is often found mediating the conflicts between the Well Octant and the rest of Helstav, which is strict on water purity.Infrastructure
Together with the Dwarf Tor Forgeslapped, Endien Calen created an elaborate system of channels, aquaducts, and pumps that would transport the water from the nearby lake into the 7th Octant, purify it, and then send it out into the city. Similarly, a system for taking care of polluted water was created, where the water was sent back to either the 7th Octant for re- purification or, if there was an excess of water going out compared to the water entering the city, sent out into the wilderness.
The only non-residential buildings of note are the chemical pump and purification building, and the magical pump and purification building.
Guilds and Factions
Due to the close scrutiny that the Well Octant is being given by the rest of Helstav, the people are a very closely knit group. Infighting tends to be rare, and in the rare instances that it does happen, it's between the people from the chemical pump and purification building and the magical pump and purification building.
History
Once Helstav was starting to come together after the defeat of the Tarrasque, the Elf Endien Calen realized that ferrying water manually would simply not be feasible in the future, not with so many people gathering to live here.
