Octant 2: The Money
The second Octant in Helstav, this is the main trade district of the city. Organizing the financial revenue for the entire city, it is a crucial and vital piece of the puzzle that allows Helstav to run smoothly. There are various sections of the Octant where the quality of products and services differ. From the Upper Class area, where the elite businesses make, distribute and sell their various products, to the Dawning Step, where new businesses are encouraged to start and sell what they can. It is a very competitive place where people sharpen their business savvy expertise to go up the ranks.
There are many general stores located in the Money Octant. Most get their supplies from the Steel Octant, although a few have been known to look in the Garden Octant, or, even more unusually, the Centre Octant.
Demographics
Probably the most diverse of all the Octants, there is a mix of all kinds of races, most people from out of town pass through this Octant for business and trade.
Government
The Money Octant is being overseen by a representative from the Council of Helstav, but their day-to-day workings are generally being dealt with by the Financial Congress, with its 359 seats. It’s partially hereditary, with just under a third of the seats (119, to be exact) being passed down the family lines by the most ancient families in the Octant, but the remaining two-thirds (240 seats) of people having a seat in the Congress are elected, with elections for the seats being held at the same time as the elections for the Council of Helstav. This way, the Congress has continuity and time to implement some changes if they wish to, but not so long as to be able to completely destabilize the Octant, in the worst-case scenario.
Citizens of the Money Octant have the right to call for a vote of no confidence if they suspect that the Congress doesn’t have the best interests of the Octant in minds. In that case, a special election is put into place, and if more than half of the votes in said election declare that they don’t trust the Congress to do its job, another election is held to elect a temporary Congress, until such a time as a regular election for Congress can be held (which is at the time of electing the Council of Helstav).
Infrastructure
It could easily be said that the Money Octant is one big marketplace. It is divided into two main parts: a richer and more stuffy Eastern region and a somewhat poorer and more informal Western region. What divides them is a wide road, heading from the centre of town to an extra exit out of Helstav in the middle of the Money Octant, with seven portals located in a piazza at the midpoint.
Guilds and Factions
People in the Money Octant tend to group into smaller factions based on their socio-economic status, with higher-end merchants tending to band together, and lower-end merchants doing vice versa, with a spectrum in-between. It’s a highly competitive environment, though, and the alliances the merchants make are tentative at most, with everyone’s alliance being buyable for the right price. The Bank is a sort of neutral party that considers itself to be above the petty fighting, and willing to support anyone economically if there's guarantee of a return payment in the future and it doesn’t alienate a powerful enemy.
It is said that money is power. While that may not apply in all cases, it is certainly true in this one. The most influential inhabitants of the Money Octant are Brenva Blessed, wife of Brian Blessed The 35th, and Tarnir Beerbringer. In general, a Beerbringer and a relative of a Brian Blessed always holds a seat in the Fincial Congress.
History
The Money Octant was established when the Oaken Tree Order realized that it was too messy with every merchant situated in different parts of town, and that keeping them in a single place would not only simplify matters for travellers as well as Helstavites, it would also facilitate the matter of financial records and checks. Kerim Beerbringer and Brian Blessed 1st worked together to then create a place where all merchants could live and sell their wares. Over the years, the Money Octant has grown into an environment unlike any other, with shops of varying kinds being next to, and sometimes even on top of, each other.
Architecture
The architecture of the buildings in the Money Octant is an amalgamation of different styles, with people building and renting the kinds of houses they can afford. Some are makeshift stalls and/or houses, while others are resplendent ancient buildings, and other still are newly-built solid blocks.
