First Constitution of Helstav

The First Constitution of Helstav (known simply as the Constitution of Helstav until 282 BR) was an administrative document written at the time of the founding of Helstav in 6946 BR. It went into great detail about the law, governance and politics of the city of Helstav. It was rendered void and invalid by Emperor Valtyv's creation of the Valtyvian Empire. A modification of the First Constitution led to the creation and subsequent passing of the Second Constitution of Helstav in 57 BR, upon the fall of the Valtyvian Empire.
