We are Legion for we are many
A private military that is employed by the entire world. In the East, they are just another group of mercenaries that specialize in everything, but in the west, they are the main military service and police force for every country. The bulk of their power exists in the US with links to deep links to Polycephaly Industries.
Their largest base exists in Washington DC, but they also have a base in every major and capital city in Europe and the US.
Currently Legion employes millions of soldiers, most of them deployed in bases, but with a large amount deployed on the outskirts of the Ghana Empire. Their branches are Navy, Legionary, Air Force, Security, Praetorian, and Triarii.
Legion's security forces include a police force that is employed throughout the US and in most European countries. The police force operates as any police forces do, and includes a feudal-style system with each layer able to pull more resources.
The training of Legion is considered one of the best in history. Some of the most well trained joined when twelve as orphans. The most well trained are the Praetorians who are used a counterinsurgency/ special operations. Second is the elite Triarii, who act as a vanguard.
Structure
Military:
The first component for the Legionary is the fireteam. The fireteam is a two to four-man team. They are controlled by a staff sergeant. They exist in isolation until their training is complete which they are then added to a squad. The squad consists of ten soldiers. Within these squads will be at least one medic and one engineer. The squads are normally held at ten men but have been known to fall to as low as six before more soldiers are added. Losing your medic or engineer will result in you gaining a new one as soon as possible. While losing individual fireteam members may not be replaced for several months. The squad is looked over by a sergeant.
When four squads are put together, they are considered a platoon. Legionary will attempt to make sure the squads are not of the same directive. Assault teams are strong at offense, but often lack weapons needed to deal with aerial or heavy armor. Likewise, sniper teams often lack movement speed and aren’t armed to deal with large groups of enemies.
When creating a platoon, Legionary will, normally, take an assault squad and pair them with the sniper, and a heavy attack unit. They finish by adding a group of transports to the platoon. This will normally get the platoon anywhere between thirty and forty men led by a lieutenant.
Next is the company led by a captain. Companies will put two platoons into their ranks along with one armor platoon, and artillery. Numbers for this range depending on what armaments they have, and what they are designed for. Normally they range between one hundred and two hundred fifty soldiers.
The battalion commanded by a lieutenant colonel is four companies put together. This is where Legion will begin adding in other branches of their military-like a naval force or aerial squadron. Normal strength of a battalion is between four hundred and one thousand units strong.
After that is a brigade commanded by a colonel, which will consist of four battalions. Brigades will be housed in their bases along with naval, an airforce, Praetorian, and Triarii. A single brigade can command over four thousand Legionary, or just under sixteen hundred.
Put together four brigades creates a division. It is rare for a single division to ever be sent to one battlefield or one base. Normally a division is spread out over a few miles.
Once a division spread out and bases are set up each base is given a directive. The Major General of the division will decide the layouts of each base. He will bring in larger armaments if he feels they are needed and send them to the brigade responsible for the maintenance. This will spread out the power of Legion across a few miles.
This spread comes at a cost. The Major General is tasked to maintain contact with the bases. Communication is considered paramount between these bases. It is not unheard of for an entire battalion to be sent to investigate a base that went dark. A division can number anywhere between six thousand four hundred, and sixteen thousand.
The next level is the Corps commanding four divisions. There are only a few instances of a full corps ever being sent into battle against one force. The lieutenant-general of the force is considered one of the most respected ranks among the Legionnaire. This general will begin coordinating a larger battle strategy with the other branches of Legion. This man can command as few as twenty-five and as many as sixty-four thousand soldiers.
Last of the Legionary is the General. He commands a full field army ranging from one hundred and two hundred and fifty thousand soldiers. This general will control an entire front of a war. He will stand for the Legionary in the war rooms and will be responsible for the crafting of the strategy for the Legionary.
Above him lays only two figures. The first is the General for all six branches of Legion. The second is the head of Legion Alexander Armstrong.
Policing Structure:
The police structure in the Legionary is considerably less complicated. Legion holds contracts with many countries to act as their primary police force. This force begins at the county level and moves up.
All counties will have a base with six officers with one sergeant. This is normally only in areas where the population is much less. These officers will be able to work out of one small building, and able to service the entire town.
For larger cities, it is still about six officers per sergeant. The number of sergeants increases with the population. Legion checks it every few years, makes sure they have one sergeant in the city for about every sixteen hundred citizens or about two hundred and sixty citizens per officer.
If an officer is shot while on duty, and a panic button can be called. Then the officers are increased, and military units are called in. This will drag the officers into the military wing of Legion and their officers are considered low ranking soldiers.
Within each house, there is one lieutenant who controls the patrols, investigations, and everything that is within his house’s control. They are the ones that authorize swat teams to be called. There are about ten lieutenants per thirty sergeants.
Outside of the normal command exists six sub-lieutenants. These are people that meet with citizens within the district. They ask questions and gather information about what people think. They will then meet with the lieutenants and try to make corrections within individual houses.
Above them will be two superintendents. These two will divide the number of houses in half and watch over them. They will assist in the planning of security for events. They can also pull officers from one house and place them in another.
At the highest point of the officer core, is the commissioner. The commissioner will oversee everything within his district. If his officers are overwhelmed or unable to deal with something, like a natural disaster, he can call further into Legion and get assistance from the military wing of the Legionary. Districts are normally about a hundred thousand citizens.
Commissioners can also request special units to be trained and sent to his district. These units can range from special investigators to tactical units to even agents trained to deal with specific crimes.
Agents are hidden units that only the commissioners know about. The agents enter criminal gangs and move up the ranks. They can steal, sell narcotics, even kill to move higher. They are considered a last resort only. They commonly used to root out corruption within the security forces.

History
Legion first began near the end of the Vietnam War. They protected a few of the smaller villages in the countryside. Most of the war went without incident.
Shortly before the Tet Offensive Legion caught a member of the Vietcong in one of their villages. They found out about a few other attackers in the surrounding area and sent a message to the US forces near them. This message went largely unnoticed and the Vietcong attacked in full force on Jan 30. The only villages not attacked were the ones placed under the protection of Legion.
When US forces pulled out of Vietnam Legion stayed. At the time, Legion had little in the way of resources to fight an entire war. Even bring the entire couple thousand-member force to bear did little to assist the army of South Vietnam. Within a year they were forced from the region by the north. General Shad Harkon helicoptered out vowing never to be forced out of any country unwilling again. A promise he kept.
Legion fell into disarray. Returning to the US they held no contracts, and no revenue to pay more soldiers. They took small security jobs to keep the lights on, but growth for the small PMC ground to a halt. This changed when they were invited to do security within Ghana.
Ghana was a country on the western horn of Africa. A few militant groups pushed into the region and threatened many of the border villages. Ghana sent military units to deal with it, but they were defeated. The groups pushed farther into Ghana prompting the small country to seek help. Of all they asked Legion was only one willing to take the contract.
Legion brought a thousand trained troops into Ghana with the promise of additional soldiers after the first payments. This was largely because they could only afford to send a thousand soldiers to Africa. A hundred soldiers attacked a village protected by only one squad of Legionaries. They led many civilians to evacuate the village before taking up positions within the town. The soldiers entered and were killed by the Legionaries. The militants would return, but after the squad was reinforced. It was one of the first times we see reports of a soldier named Arnold Armstrong.
After the battle, Ghana would pay Legion millions to send more troops. Legion expanded its ranks for the first time since Vietnam and promote Arnold to lead the forces in the border regions. Legion earned a reputation in the region and obtained more contracts. Legion would become a force throughout the seventies.
At the end 70s, the Soviet Union invaded Afghanistan. Legion operated in the area but refused to leave until the US government told them to. They did so after the US gave them a contract to send arms and assist with training of a resistance movement. The resistant movement would force the USSR out of their country. Legion moved back in to protect several government assets.
While all that was going on Ghana began attacking the tribes on their border state. They invade said regions and expanded throughout Western Africa. They were able to do this with troops trained by Arnold Armstrong. He also was paid, directly, to organize attacks to soften the border tribes before Ghana’s army came and took over the region. Legion didn’t know that Armstrong was doing either until Congress found out in 1986. Once they did, they ordered the then Brigadier General Armstrong and General Harkon to testify in front of Congress.
The hearings with Congress spelled the end of Legion. Bills were written to make all PMCs under the control of the federal government. This would end the relationship with Ghana, and across the Middle East. Harkon supported Armstrong in public but was going to fire him once the hearing was over. That was until he met a man named Alex Rancor.
Alex Rancor was a mystery to everyone that met him. They never heard of him before seeing him, and no matter how hard you looked you would never find him unless he wanted you to. He told Harkon that he could solve his problems. All he asked was for Harkon to never ask how and follow his orders when he gives them. Looking at the destruction of his company, he agreed.
Within days the bill in Congress was voted down, and a new bill emerged. The bill shrank the US military budget by half and gave large contracts to Legion. It was odd that the media never reported on it, nor did anyone say anything when it passed. Legion grew larger and larger. Every soldier out of a job joined with Legion.
Legion built bases all over the Middle East. As they grew they built development buildings. What was once a small force of a couple thousand became a force of millions spread around the world.
They received orders from Alex every now and again. They destroyed the drug trafficking rings in Afghanistan, and below the US southern border. They killed the drug cartels. Sometimes Alex would tell them to deliver food supplies to a village and stay there for a month. Normally a government militia would come and Legion would run them off.
As the years ticked by the fighting grew less and less. Legion became the largest military and the main fighting force for the western powers. They worked with Polycephaly Industries to create bigger and stronger technology. Through this arrangement, Legion got their first enhanced soldiers.
Throughout the 2000s Legion grew its power. The federal government made them a police force within the United States. They set up offices in every major city and spread out farther out. There was one rule was the city had to consent to Legion being there. When they arrived, crime dropped to near zero. All but one city allowed them in, Hazard City.
Once allowed in your city they worked security and acted as swat team for the local police force. They would also equip all the police with state-of-the-art equipment. In the event of a large event, Legion could also trip a panic button and declare martial law. This would allow Legion to fully control the state and deploy their military units.
