The Antipiratic Enforcement Act of 48 EE was one of the vary rare usages of all branches in the Order of Imperial Custodians.

Prelude
With the discovery of new boat-construction principles the possibility of sailing safely across the seas without having to stay near coastline caused a rise trade and exploration in the previosly unheard-of new worlds, such as those where the Sheikans reside.
While it was very profitable to make the distance and bring back exotic animals, plants, spices and other goods, it was equally if not more profitable to steal these resources when they were closer to land.
This is where the enterprise of pirates began to emerge.

With so many announcements to court of stolen goods and ships, it was decided that preventative action must be taken.
Coastal settlements with ports or harbors had the Cosmopolitan Constables stationed and the flow of goods monitored and reported.
The unpopulated streches of coast were patrolled and surveilled by the Gravy and, in areas of difficult terrain, the Avy.
Meanwhile the Navy was sent out with groups of trading ships to deterr, identify or capture any ships that may intend to cause harm.

Certain pirate settlements, such as Allcaille, were engaged by the gravy, with moored ships being sabotaged and the crew captured, waiting for further pirates to return to coast.
To prevent suspicion the ships were maneuvred into deeper waters and sunk together with their contents once it could be confirmed there were none on board, the wreckages becoming hidden beneath the waves.
On high sea pirate ships would be identified to be captured on the coast, but if intervention was nessecary the ship would be harpooned in places where the crew would not be harmed, pulling the ship towards the navy vessel.
Meanwhile the ship would be boarded and the crew disarmed in combat, with many custodians suffering injuries, if not death, in the line of duty.

Objectives
The imperial force's mission was to dismantle the criminal market that was piracy, with the intended effect of reducing crime and increasing trade and exploration of these new continents permanently.
Above all else, loss of life of the offenders was to be prevented, if nessecary even at the cost of custodian's lives, as is expected from those who join the Order.

The continuation of illegal pursuits was the primary objective of these individuals, though many recignised its futility once the Order of Imperial Custodians became engaged in the matter since it would be exceedingly difficult to find undefended victims and then sell their illegal goods.
