Gyōkoa
Though the Imperial City of Hajinaru spans the entirety of the continent, and the noble clans of each prefecture have their own industrial works to boast of, few can match Clan Kamakaen of the Gyōkoa prefecture.
Mass forges and workshops remain active at all hours as ore is smelted and metalworks are smithed in amounts that would seem impossible to foreigners, and enslaved Arcanic attendants serve in most areas of operation (due to their ability to function on minimal rest).
The results of this endless labour are numerous. The Gyōkoa prefecture serves as the largest producer of arms and armour on the continent, as well as the source of the Empire's more inventive war machines, but not all that comes from Gyōkoa is built with harmful intent in mind.
It's is also where the Empire's brand new rail road began construction, as a collaborative effort between the Kamakaen and Hoshiba Clans, combining the crafting expertise of the former, with the arcane knowledge of the latter. The railroad now spans the length of the continent, making trade within Hajinaru faster and more efficient than anything found elsewhere in Gyrraholm.
These technological marvels are not without their costs, however. The streets of Gyōkoa seem to experience perpetual darkness, as smoke from the endless forge fires blot out the sun itself, and what little of nature that had survived the expansion of the now continent spanning Imperial City has long since been mined of any potential resources.
Few folk choose to live in this particular prefecture, only doing so when their situation has become so dire that they can't afford to live anywhere else. Luckily for them, it's so close to a workforce that's ever in need of new workers.
Demographics
High lower-working class population, mostly Teikokami natives, though there are some Dwarven smiths who find there way here and never really leave. Arcanic attendants man most facilities, making up about a tenth of the population, and it's not uncommon for poor immigrants to find steady (if poorly paying) work and accommodation here.
Government
The Gyōkoa prefecture is overseen by the Kamakaen, a clan of nobles who have held the region for nearly two centuries. The head of the clan serves as a liaison to the Emperor on matters of national works, while his four children oversee the mass forges and foundries personally, though many of these are run by vassals to the Kamakaen, and not the clan itself.
