Council, Borseti

Structure

Much like The Cabinet of the whitehouse the council are elected town officials as follows.   Elected Council members must be full time residents of Borseti whom own land or property within it's domain. Council members serve a 10 year term, however elections are every 5 years - a Council member can be unseated after 5 years if the public chooses to do so. There is a pre-election set at the 5 year marker, the public chooses to either re-elect the Council member or choose another. If enough of the public decide to choose another a second election takes place a month later to choose a new official. If a Council member is unseated during their term, they are no longer eligible to run for a Council seat again.   The Elder and their Aide - The Elder position on the council is reserved specifically for an applicant that has never served on the Council previously. This representative is the voice of the people, their only responsibility is to speak for the common public.   The Aide is the only position that is not elected. Once the Elder's term comes to an end they are automatically set into the position of the Aide; while they do not retain an official vote, they remain part of the Council to help transition the new Elder into their role.   Once the Aide's term has completed they can then opt to leave their name on the ballot for any of the other Council positions listed below.   Treasury - One of the most essential members of the Council, this member's sole purpose is to ensure that the colony runs on budge. All other Council members must seek out bursaries and loans from the Treasury Councilmen if they approve of them. If their request for funding is denied and have justifiable cause to refute the denial they can bring their complaint to the Elder and their Aide for reconsideration. At this time the Elder and Aide can choose to either approve the loan or turn it to the public for vote.   Defense, Security and Justice- This Council member is in charge of the internal security and justice system of the Colony. There are two portions of the defense and security system; the Guarda and the Police. The Guarda are the primary defense of the colony; they patrol the streets and respond to calls within the colony that pertain to any potential threats for the colonists (military). They work hand in hand with the Police that handle day to day internal crime and affairs within the colony.   Hunts - Among most of the colonists are hunters; while many choose to remain solo hunters and of those that are registered hunters report to this Councilmen. Council of the Hunt and their team choose where registered hunters will patrol during the Season (From April to November of each year) and who they will partner with during the Season. More often than not the hunters will submit their choices to the Council's team and they will be approved. In addition to Registered Hunters within the colony there are Pledged Hunters; new hunters (even those already within the colony) wanted to test their metal are assigned to Registered Hunters with long hunting histories. Most often a Pledged hunter will be the same family of a Registered Hunter they are assigned to (Like Father to Son or Mother to Daughter)   Education / Health Services - The history of this council member has been long and honored. Originally added to the Council in the earliest of the Council's creation. Borseti has always prided itself on it's education system and dedicates a majority of its funding to bettering the next generations in any way possible. Starting with conventional and hunter education; the school year is shortened to 6 months, during the fall and winter, and the summer is left open for those that might join the Season to hunt or take hunting training as a youth.   In recent years the educational and health system has been adapted to be inclusive with the werewolf community joining the colony; this meant additional education for the community on being mindful of their supernatural neighbors and their sensitives, and vice versa.   This Council member has worked hand in hand with the Council member of Infrastructure to bring in colleges, universities, specialized clinics and a hospital with equipment.     Agriculture / Trade - The importance of this department is highly underrated; agriculture and trade are what keep Borseit afloat within the financial world and account for nearly all of the influx of funds for the rest of the department. Agriculture doesn't end at what Borseti's farmers yield, it includes the soft wood lumber harvested from their old growth forest's as well as precious metals and stones from the mines at the north of the city. Trade is specifically on unofficial channels to other hunting communities around the world; Borseti's wares are often desired and are known internationally for their high quality and long lasting under repetitive use.   Administration - This Councilmen is the only Councillor that is officially recognized by the government of Canada; they would be considered the mayor or elected representative of the district of Harrington, in which Borseit exists. They communicate and travel to all the regulatory meetings one would in the 'normal' world and would be responsible for reviving funding and grants for expansion within the city to bring in new public works features (Hospitals, parks etc.)   Infrastructure - Their sole responsibility is to maintaining and expanding the colonies infrastructure and fielding any requests from the other council departments as to where funding may go. This position is typically a small office of officials from all ranges of employ: construction, business sector etc. to evaluate every aspect of the colonies needs and determine the order of priority.   Rep. of the Pack - This position has always been for the Alpha, and when not available their Beta. It is a rarity that neither are available; if this is the case then the Alpha will assign someone trusted to the post during their absence.   Rep. of the Nest. - The Nest Master never bothers with this position unless there is something specific he is inclined to request for his Nest; he leave this position to a trusted Nest member and usually this Rep opts out of voting for or against budgets used within the city for the inhabitants. The Nest has their own funding which they use for their own private community of people.   Rep. of MoL - Much like the Rep of the Nest, this Rep doesn't bother much with day to day business and typically only lends their opinion when it comes to the colonies defenses and expenditures for armament. This Rep does not typically vote on daily life spending as they, too, have their own income.

History

Created shortly after the first few hunting families moved to Borseti, the Council was primarily a way of the families and their extended neighbours to come together and agree on what, if anything, within their community needed to be repaired, expanded or built.   The Councils rolls expanded as the community did and during the large development in the 1950s it was decided to split the duties of the initial 4 Council members into the 9 listed previously. In the 1990s, when it was clear the Pack were not vacating the colony three more positions were created to include them, the Nest and the Men of Letters.

Demography and Population

The Council is the primary owner of any and all public or civil used lands or buildings within the colony. The Theatre, City Hall, the Court House, etc. are all part of this. Weekly, monthly or annually residents of the colony pay an Association Fee to help supports their community funding beyond what is collected in tax. This fee varies from household to household dependent on household income and demographic factors. The Association Fee is used to promote the overall heath of the colonies existence, the best example would be that of the Guarda and the Wardens. The Wardens, while they carry a different name, are part of regular city funding and their cost coverage and pay wages are provided by the Government of Canada, however the Guarda was an independent militia and their costs and wages are covered by the Association Fee. There are exempts to the Association Fee should any resident be a Registered Hunter and participate in assignment and the Season annually.

Guarda They are trained for active duty, should the need arise and patrol the city and surrounding territory as a preventative measure. The Guarda were created for the Colony during the Attack of '92 when there was a growing need to protect the colony from outside supernatural forces and be self-reliant in their protection.   The Guarda consist of every age and species; however the majority are a human hunters. The Guarda are posted to assignments within the colony at will for 3 month rotations. This allows any of the Guarda that want to take time away to either peruse further education, go for the Season or require time away for personal reasons do not need to lose their position within the forces.   All of those whom have Pledged to the Guarda are aware that should there be a need they will be called upon - regardless of their reason for not currently being assigned to duty.

Agriculture & Industry

Agriculture plays a large role for the colony, mainly to feed their own people and stock reserves for winter months. Any excess agricultural products are then flushed through the Canadian and American trade networks to earn additional income for the Colony to use.   Forestry The soft food forest is harvested sparingly; Borseti's wood is desired among trendier markets throughout the world, mainly for their unique growths. There are plenty of myths and legends that lend a hand to explaining just why the woods around Borseti grow knots as they do but none of them come close to explaining the phenomenon.   Mining Not only does Borseti sell nearly all of it's previous metals and gems from their mines they manage to extract a seemingly endless supply of iron for their Blacksmiths.   Artisan BlacksmithsUnknown to the normal world, Borseti's blacksmiths compare to none other; their weapons and crafting are equal to none and are in such high demand that they have orders to fulfill for years to come.

Education

Off the top of my melty head.           University/College:   Most majors you'd see at a community college, I imagine. Associate's and Bachelor's, maybe a few Master's programs. I could imagine a greater than average focus on various languages, along with mythology and the like. Most of the STEM fields.         Trade School:   Apprenticeships in blacksmithing/metalworking, carpentry, electrical, welding, automotive mechanics, gunsmithing, agriculture.         Perhaps consider Borseti having a small rural airstrip plus a commercial pilot training program, since I imagine bush pilots would be critical for them during the winter months?           Youth Programs:   Human/Pack relations, absolutely. Teaches humans how to be mindful and respectful of Pack culture and vice versa. As time goes on, human kids and wolf kids get put together and have to work with one another to solve basic problems using one another's inherent strengths. I imagine this is the kind of thing Borseti would start hammering in at a young age.   Other than that and the basics you've already hit (archery, wilderness survival, first aid, athletics, etc.) I can't think of many more beyond the basics you'd expect of public schools. Perhaps history courses centered around Borseti and hunting in general?

The colony uses primarily the Canadian dollar, however they have been known to accept USD.
Legislative Body
Any Council member may bill a law, practice or amendment and bring it to the Council to be voted upon; should the Council vote in favor (majority) the bill is given temporary pass. It is then posted for the colony to review, at their own will, and if none of the colonists petition the new law within 90 days it is passed officially.
Judicial Body
The Council of Defense and Justice oversees this department. The Judicial system is non-bias and fully funded by the governing body; while those defending themselves or prosecuting another have the option to represent themselves during the process, there is no financial need for representation as it is provided at the cost of the colony.   Following the same example of the Canadian or American judicial system judges, lawyers and juries are still a crucial part of the process, however all parties are employed by and paid by the Colony. Defendants and Prosecutors are never identified to judge or jury, and are only known to their lawyers; in nearly all cases of trial both the Defendant and the Prosecutor are not even present during the trail and simply view via live link.   No emphasis is used to describe either party, so long as it can be avoided and doesn't pertain directly to the on going trail; from this the jury make their decision.   This has been utilized within the colony for nearly 50 years and had reduced the appeals by 96% in that time, saving the colony millions in taxes.
