At the western edge of Golthien's Imperial Gulf stands the grand seat of The Houlon Empire, known throughout the realm simply as High Court.
From atop its greatest palace, the Empress Regnant Owu Tetsuhiro rules with an velvet fist (though one cast in iron).

Demographics

85% human, 5% "demon" (tieflings), 5% Solti (high elves), 5% mixed other.

Government

Ruled by a dynastic, autocratic Emperor (or, currently Empress), High Court is the capitol of the Houlon Empire. The Empress is aided by a council of ten, referred to as "The Blind Council. "

Defences

High Court is defended by 2,000 royal officers (comprising the "police" force) called The Royal Guard. Further, the city houses the barracks of the Imperial Army, featuring a host of nearly 8,000 soldiers. A further 12,000 soldiers are spread around the other states loyal (or conquered by) the empire.

Infrastructure

Massive both outward and upward, High Court features both bustling market districts and even lower caste "slums," as well as towering palaces dedicated to the richest nobility within the city walls.

Assets

Being the seat of the empire, High Court features (or has access to) all the amenities and trade goods the nation can possibly provide.

Guilds and Factions

The guilds of the east are a bizarre and fractured melange of western-style trade goods and mysticism from the Houlon region. Decisions are made as often from a spiritual standpoint as a business one.

History

Though at one point the seat of the empire was actually located in Tribute, it was since moved to a more defensible location and, around roughly 1,500 D.E., High Court was born.

Architecture

Many masterwork stone buildings supply the skyline from the vantage of the Imperial Bay, however many building in the slums are built from wood, bamboo or other plentiful (cheap) materials from the surrounding region.

Located at the western edge of the Imperial Bay, High Court stands at the center of the empire it represents.
