Odea Water
Addatchia was built atop the deepest reservoirs of ground water in the Pangea. As the upper caverns were slowly drained the empty space was filled and eventually replaced by the underground systems such as sewers systems, underground transportation systems among others.
The ground water, which has already been partially filtered by the soil and stone, is cheaper to sterilize than river or rain water. During the sterilization process the water must have any microorganisms, viruses, toxic chemicals, bacteria and fecal matter removed to meet safety standards. The water from the Niphama can cost almost fifteen times what it costs to sterilize ground water.
Potable water standards outside of the city are not quite as strict and water used specifically for agricultural purposes has the least regulations. Between the tourism and agricultural industries irrigation efforts and the increased consumption of ground water there have been marked decrease in overall river sizes. Recent drought years have even resulted in several months of water restrictions and an increased bans on personal plants.
"The Congressional Committee is going to be deciding on this weeks voting agenda this evening at eight. A small gathering of protesters have gathered to make their opinions known about the recent water restrictions. It has been rumored in the Congressional Halls that Exotic pets might be next on the restrictions list given recent revelations from the Water Usage Reports that were leaked last week. There is still no word of any intent to pursue judicial action against the Census Bureau. There has been a sighting of the hacker responsible for the leak of government documents. Although their image has been confirmed there has been no word on the hackers real name; they remain known only as TenTimesTen." -Quote from ONN3 news vid.
"...it takes millennia for unground reservoirs to fill and we are draining ours with no thought as to a plan B when the water runs out. Not only ware we overdrawing our own resources but we haven't even started to address what draining the bottom of the reservoir could do to the waterways. From the Niphama to the eastern marshes- there is nowhere on Silvarus this problem won't touch..." -Quote from WATCH 8 news vid.
