Chief of Chiefs

My title is the Chief of Chiefs, but I feel I am a herder of Cats, trying to get them to go just one direction is almost in impossible

The Chief of Chiefs, is the nominal leader of the group of people who call themselves the Urugoth, they are made up of a mixture of Humans, Minotaurs and Dwarves, along with the odd Kaejin and either the odd Tengu. The people of the expanse are nomadic and travel in small family and clan groups, rather than settling in one place. This can cause tensions within groups when they both want to settle the same land for a while, that once could lead to open bloodshed more often than not, Given time and thought they realised that they needed an adjudicator of these tensions, so the Chief of Chiefs was first proposed by the Clans.

Election

The Chief of Chiefs is elected once every 3 years at the Great Fair of Sobri, where majority of the clans and families come together for a week long celebration of life, with games, drink and food. The Chief of Chiefs is elected by their peers, you can never suggest yourself as a person to elect, and all suggested have to be backed by at least 3 chiefs. This election in most society would take forever but for the people of the Expanse, it is usually quick and peaceful because the Chiefs can't start taking part in the festivities until the election as taken place, This process starts on the first day of the Fair and usually is completed within that day. No Chief is expected to hold the position more than once in a life time, as that would give too much power to one person and also remove him from his duties to his Family for too long.

Responsible and Actual Authority

The Chief of Chiefs as the power to decree any argument in the favour of one or other clan, but can't get involved in internal decisions of Families or Clans, unless requested by a member of that clan, So if someone is abusing the power they wield as a Chief or an Elder, other members of the Clan can ask for support from the Chief of Chiefs. The Chief of Chiefs is there to reduce bloodshed between the clans, and to focus on the betterment of all. He is also the person that deals with outsiders requests to the Expanse as a whole.
