Vènmègra Hu̯lɦ proposes a coastal alliance

In 228 PE, Vènmègra of Tìl Formen'ya Draì'sö Hu̯lɦ sent a letter to his close ally, friend, and confidant Magistrate Abd al-Izas ibn Tashfeen of Sae'adar, suggesting the various bilateral agreements that their cities had signed with Andriyya, Chèudah, Drindaìtrèu, and Kayīm be revised into a single unified Charter, with mutually agreed upon terms and obligations. Much of the future Charter was suggested in the letter, including it's outline and the requirement that members contribute to a collective navy. It is considered to be the largest single step towards the formation of The Dotharan Alliance.

Historical Details

Background

Cities along the Dotharan Coast had for the previous 220 years made a patchwork of different pledges, treaties, and agreements with varying rights, requirements, and obligations. Some of the legal agreements forced citystates into conflict with one another or overburdened their economies as they tried to meet obligations from multiple sources. Vènmègra Hu̯lɦ wrote the letter in response to a letter Magistrate Tashfeen had sent to him the previous week detailing how all his city's obligations and agreements had left it with a near-depleted treasury and inefficient protection as allies would patrol the same areas while others would be left unguarded.
